It's very hard for many people to wear contacts after age 50 because their eyes dry out, so they have to wear glasses instead. But sometimes they only need to wear them some of the time (as he seems to), either for reading or for seeing t a distance.

He fancies himself a dandy, so he wears silly glasses in the mistaken belief they make him look stylish.
