R9, it's "less". 3yrs is taken as one unit of time, therefore, "less." They are not taken as individual years. " Five dollars are on the floor" - five individual dollar bills - plural. " Five dollars is not too much to pay for that." - five dollars is a unit, so singular. "There are fewer than five pieces of cake left." - individual. " There is less cake now than there was a minute ago." All part of one cake- singular. Number= fewer; quantity = less.
