Prednisone is notorious for giving you 'pillow face'. My sister came to visit me after she'd been on it and I couldn't believe it was her. I thought she was some stranger who decided to be way too personal at my door so I wouldn't let her in. It was terrible.

I get migraines. There's a variety of ways to treat them, but if you get a migraine 15 or more days per month (IIRC), Botox is one of the standard treatments.
Which doesn't mean she's not getting Botoxed for other reasons, of course.

Given how swollen her face is, r8, she certainly doesn't need Botox for cosmetic reasons -- she couldn't wrinkle her brow if she tried.
